Selling to the State of Arkansas

Purchasing portal, certifications and where to get help

How a company registers as a supplier with the State of Arkansas, the state's certification programs, and where to get help in Arkansas, with the official sources. Federal registrations such as SAM.gov are in the federal guides.

Purchasing portal

SAP Ariba, the State of Arkansas eProcurement system (Office of State Procurement, Department of Shared Administrative Services); it replaced ARBuy in July 2026

How to register

  1. If the State emailed an invitation, click the link in it. If not, request one on the Arkansas Vendor Registration Portal: https://745308655.sourcing3.ariba.com/ad/selfRegistration
  2. On the request form, complete the 'I'm not a robot' check. Choose one or more purposes: receive bid notifications, submit a solicitation response, receive a contract or purchase order, or update an existing account.
  3. Choose Individual (needs a Social Security Number) or Corporation (needs an Employer Identification Number). Enter the supplier name exactly as it appears on IRS tax documents, the primary address (where purchase orders go), a business phone, and the primary contact's name, email and phone. Click Submit.
  4. Wait for the email decision. The State's supplier management team reviews the request and sends a link to set up an SAP Business Network account.
  5. Create the SAP Business Network account: enter the email address and the one-time password (valid 30 minutes), select 'USA: Quincy, WA', enter the company's legal name and main office address, set the administrator's name and password, accept the terms, and click Create Account.
  6. In the company profile, add product and service categories and a ship-to or service location.
  7. When the State emails the Supplier Registration Questionnaire, open it on the Proposals, Questionnaires & Contracts tab. Enter the SSN or EIN, 1099 reporting choice, remittance address and bank information, attach a W-9, select '[VEND] - Vendors - General', and click Submit Entire Response.
  8. Individual (sole person) accounts also get an email from Relish, a secure form, to enter personal tax ID and bank details. Corporate accounts skip this step.
  9. Have the forms the State lists on its registration page ready: IRS Form W-9, Combined Certifications Form, Contract and Grant Disclosure Form (Executive Order 98-04), Illegal Immigrant Certification Form, and Israel Boycott Restriction Certification Form.
  10. The State's Vendor Master Data Team sends a confirmation with the company's AASIS vendor number (the State's accounting-system vendor ID).
  11. For help, call the Office of State Procurement at 501-682-HELP (4357) or the Arkansas Supplier Management Team at 501-324-9316.
