Selling to the State of Florida

Purchasing portal, certifications and where to get help

How a company registers as a supplier with the State of Florida, the state's certification programs and drone programs, and where to get help in Florida, with the official sources. Federal registrations such as SAM.gov are in the federal guides.

Purchasing portal

MyFloridaMarketPlace (MFMP) Vendor Information Portal (VIP), Florida Department of Management Services

How to register

  1. Gather: company name, Federal Tax ID, tax filing name, business location, the commodities and services you offer, and whether you are seeking Certified Business Enterprise status. The Florida Department of Management Services (DMS) lists these as the information needed to register.
  2. Go to vendor.myfloridamarketplace.com and click Register to create your VIP account.
  3. Select UNSPSC (United Nations Standard Products and Services Code) commodity codes at the class or commodity level. MFMP sends formal solicitation notices that match the codes in your registration, per DMS.
  4. Name a solicitation contact and a purchase order (PO) contact in VIP. DMS sends solicitation and order emails to these contacts, and says a vendor must have at least one solicitation contact before clicking 'Intends to Participate' on a formal solicitation.
  5. Accept the MFMP Terms of Use.
  6. Submit a Substitute Form W-9 to the Florida Department of Financial Services (DFS) at flvendor.myfloridacfo.com. The Florida Division of Emergency Management says the State cannot place orders with or pay a vendor without a verified Substitute W-9 on file with DFS.
  7. To respond to electronic solicitations, also register as a supplier on the SAP Business Network. DMS says a free Standard account can respond to State of Florida electronic solicitations, the State does not require a particular account type, and an Enterprise account has fees set by SAP Ariba.
  8. Link your SAP Business Network account to the State of Florida by clicking the link in the State's solicitation, quote-request or purchase order email. DMS says creating an account outside that email does not create the link.
  9. Know the MFMP transaction fee: vendors pay 0.7% of payments received from July 1, 2026 through June 30, 2027, per DMS. Rule 60A-1.031, Florida Administrative Code, lists exemptions.
  10. For help, call the MFMP Customer Service Desk at 866-352-3776 (Monday to Friday, 8 a.m. to 6 p.m. Eastern) or email VendorHelp@myfloridamarketplace.com.

State certifications

  • Certified Business Enterprise (CBE): woman-, veteran- and minority-ownedOffice of Supplier Development (OSD), Florida Department of Management ServicesFlorida-based for-profit businesses registered with the Florida Department of State, owned and managed by Florida residents, and 51% owned and managed by a woman, veteran or minority who is a U.S. citizen or permanent resident. The business must be registered in MFMP, have a net worth under $5 million, employ 200 or fewer full-time permanent employees, and hold any required professional license in the owner's name. Veteran certification is for wartime and/or service-disabled veterans (section 295.187, Florida Statutes). Apply from the 'Company Information' tab of your MFMP VIP profile. OSD says it certifies veteran-owned businesses for free, certification lasts two years, and recertification is free.
  • FDOT Small Business certificationFlorida Department of Transportation (FDOT), Business Growth and Engagement OfficeBusinesses with average yearly gross receipts under $10 million (averaged over three years, including affiliates) that want to work on FDOT-designated small business contracts, including subcontractors and subconsultants. Register in MFMP, then submit FDOT's Small Business Affidavit online before the contract execution date. FDOT says certification lasts one year.

Drone programs

  • Drone security rules for government agencies (section 934.50(7), Florida Statutes, and Rule 60GG-2.0075, Florida Administrative Code)Florida Department of Management Services (Florida Digital Service)Florida state and local government agencies may use drones only from manufacturers that meet DMS minimum security requirements. The rule bars agencies from buying, acquiring or using a drone, or related services or equipment, from a manufacturer domiciled in a foreign country of concern or one the agency reasonably believes is owned or controlled by one. It sets three tiers based on the data a drone collects or sends. DMS archived its earlier approved-manufacturer list on April 5, 2023 and now points to this rule.
  • Drone as First Responder Grant ProgramFlorida Department of Law Enforcement (FDLE)Created in section 934.50(7)(g), Florida Statutes, subject to appropriation. It funds law enforcement, fire, ambulance and other first responder agencies to buy new drones that comply with the statute. Grants need at least a 50% local match (FDLE may waive this in fiscally constrained counties) and are capped at $250,000 per agency and $50,000 per drone. Funds go first come, first served. The paragraph expires July 1, 2027.
