Selling to the State of Michigan

Purchasing portal, certifications and where to get help

How a company registers as a supplier with the State of Michigan, the state's certification programs and drone programs, and where to get help in Michigan, with the official sources. Federal registrations such as SAM.gov are in the federal guides.

Purchasing portal

SIGMA Vendor Self-Service (SIGMA VSS); DTMB Contract Connect is State of Michigan Procurement's main vendor website

How to register

  1. Know the basics: the Department of Technology, Management and Budget (DTMB) says the State of Michigan posts all bid opportunities in SIGMA VSS, a SIGMA VSS account is required to bid, and registration is free.
  2. Go to www.michigan.gov/SIGMAvss. It opens the State Budget Office's SIGMA VSS page; open SIGMA Vendor Self-Service and select Sign Up.
  3. Create a user profile: user ID, password, first and last name, phone number, security question and answer, and email. Click Send Verification Code, then type the code from the email.
  4. Check the box to agree to the User Agreement Policy, click Sign Up, then Continue.
  5. Search for an existing account: choose Company and enter the Taxpayer Identification Number (TIN) or legal business name. If the company already has an account, use the 'Claim Your Existing Account' job aid instead of registering again.
  6. If no record is found, click New Registration.
  7. Enter account information: organization type, 1099 classification, TIN type (EIN, the Employer Identification Number, for a company), TIN, company name and tax return address. Bank details for electronic payment (EFT) are optional at this step.
  8. Verify address and contact information, then set a vendor verification password and hint (choose Create My Own).
  9. Add commodity codes, business types and service areas. DTMB says commodity codes plus email addresses in the profile are the only way to get state bid notices, and business types connect the account to programs such as the Michigan Supplier Community (MiSC) and the Service-Disabled Veteran-Owned Business preference.
  10. Review everything, click Submit Registration, check I Accept, and click Submit. Save the vendor code shown on the Congratulations page.
  11. For help, contact the SIGMA Help Desk (Monday to Friday, 7 a.m. to 5 p.m.) at 517-284-0540 or SIGMA-Vendor@michigan.gov. To see upcoming bids, check DTMB's Vendor Opportunity Dashboard and sign up for the Contract Opportunity Email List on Contract Connect: https://www.michigan.gov/dtmb/procurement/contractconnect
