Purchasing portal
MissouriBUYS, powered by MOVERS (statewide eProcurement system, Office of Administration)
How to register
- Know the basics: the Office of Administration (OA) says suppliers must be registered in MissouriBUYS, powered by MOVERS, to answer new solicitations and to get automatic bid emails. Viewing the Bid Board does not require registration. Registrations in the old MissouriBUYS (WebProcure by Proactis) did not carry over.
- Prepare an IRS Form W-9: the latest IRS version, hand-signed and dated within the last 12 months. Digital signatures are not accepted, and the registration must match the W-9.
- Register the parent or headquarters company first, then any branch or DBA ('doing business as') name as a separate registration.
- Go to https://missouribuys.mo.gov/supplier-registration and click the link to register in MissouriBUYS, powered by MOVERS. Enter your email, click Send Access Code, and enter the code within 15 minutes.
- Supplier Details: enter the legal name exactly as on IRS records, country, 9-digit Taxpayer ID (no dashes), organization type, TIN type, registration type and a payment notification email. Select 'I (We) Agree' and upload the W-9.
- Contacts: add name, email and phone. Give the profile owner the 'MO Supplier Self Service Administrator' role.
- Addresses: enter the address on the W-9 and mark what it is used for (contracts/purchase orders, remit-to/payments, solicitations).
- Bank Accounts: add ACH/EFT (direct deposit) details. OA says this is optional but strongly encouraged.
- Products and Services: choose UNSPSC commodity codes (United Nations Standard Products and Services Code) to get bid notices that match what you sell. OA's guide says this step can be skipped, but then no bid notices are sent.
- Questionnaire: answer whether you or an immediate family member served in the U.S. Armed Forces, whether to join the state's 24-hour Emergency Supplier List, and (optional) which service zones you cover, then click Submit. The status shows 'Prospective' until the state approves it, then 'Spend Authorized'. Add ewqg.fa.sender@workflow.g1mail.us8.oraclecloud.com to your safe sender list.
- Review OA's business compliance list: Secretary of State registration and certificate of good standing (if applicable), taxes, licenses and permits, insurance, and the Affidavit of Work Authorization (E-Verify).
- For help, contact the Supplier Management Team at MissouriBUYS@mo.gov or (573) 751-2971 (Monday to Friday, 8 a.m. to 5 p.m. CT). Bid system questions: solicitations@oa.mo.gov.

We help you prepare your documents
With a company account, the Company Toolkit drafts your documents from your company file and your numbers; for drone companies and manufacturers, the readiness guide walks you through each registration. Document Check, a paid review, reads your documents before you send them. Your page puts you in front of buyers, lenders, investors and production partners.
