Purchasing portal
How to register
- Find State bids on the SPB Bid Opportunities page. No account or sign-in is needed. SPB says it does not have a vendor portal.
- Registration is not needed to bid. SPB's Vendor Information page says vendors may bid without being registered, but an awarded vendor must be registered before a contract or purchase order can be completed.
- Fill out the SPB Vendor Application (Excel file). Mark the NIGP (National Institute of Governmental Purchasing) codes for the goods and services you sell. SPB returns applications without NIGP codes as incomplete.
- Fill out the State of Nebraska W-9 & ACH Enrollment Form (ACH means Automated Clearing House, for electronic payment). Attach a voided check, a letter from your bank, or an invoice that shows your printed ACH instructions.
- If you are an individual or sole proprietor, sign the United States Citizenship Attestation Form (Neb. Rev. Stat. §4-108 to 4-114).
- Email the completed Vendor Application and W-9 to as.materielpurchasing@nebraska.gov, as the application instructs.
- Keep your details current. The Vendor Application says vendors are responsible for sending the State Purchasing Bureau any changes, including NIGP code and address changes. Questions go to as.materielpurchasing@nebraska.gov.
- For other help, submit a request through SPB's Vendor Concierge Program (online form on the Vendor Information page). SPB's phone number is 402-471-6500.
State certifications
- Disadvantaged Business Enterprise (DBE) and Airport Concession DBE (ACDBE) certification, Nebraska Unified Certification ProgramNebraska Department of Transportation (NDOT), Civil Rights OfficeFirms owned by socially and economically disadvantaged individuals that seek work on U.S. Department of Transportation (USDOT)-funded contracts (DBE) or airport concessions (ACDBE). NDOT says that, under the October 3, 2025 USDOT DBE Interim Final Rule, it is reevaluating the firms it already certified. It will accept new DBE/ACDBE applications and interstate certifications only after that reevaluation is done. Contact: ndot.civilrights@nebraska.gov.
- Resident disabled veteran or enterprise zone bid preference (a bid preference, not a certification)State of Nebraska (Neb. Rev. Stat. §73-107)Nebraska residents who are disabled veterans (honorable or general discharge, with a disability rating letter from the U.S. Department of Veterans Affairs or a disability determination from the Department of Defense), businesses they own and control, and businesses located in a designated enterprise zone. The law gives them a preference over other bidders on State contracts when all other factors are equal.
Drone programs
- Nebraska List of Secure Drones Authorized for Purchase (Secure Drone Purchasing Act)Nebraska Department of Transportation (NDOT), Aeronautics DivisionUnder the Secure Drone Purchasing Act (Neb. Rev. Stat. §73-1001 to 73-1005, passed in 2025 as LB660), NDOT keeps a list of drones that meet state and federal cybersecurity standards. From January 1, 2027, Nebraska state agencies may only acquire drones on this list (§73-1004). Counties and cities should also buy listed drones 'to the extent practicable,' NDOT says. NDOT says vendors, agencies or others who want a drone considered for the list should call the Aeronautics Division at 402-471-2371. The posted list (PDF and Excel) is dated September 1, 2026. For each drone it shows a 'Compliance Validation Method' of either 'Blue UAS' or 'NDAA Vendor Disclosure.' Being on the list is not an endorsement, NDOT says.
