Purchasing portal
How to register
- Have your federal Employer Identification Number (EIN) ready. SPD's 2021 Supplier Registration Guide (written for the older eProNM system) says every organization must have an EIN, even if it will not have employees, and that anyone who does business in New Mexico must register with the Taxation and Revenue Department (TRD) for a Combined Reporting System (CRS) tax number.
- Go to the NM-SPD Procurement Portal at generalservices-state-nm-us.bonfirehub.com and register. SPD's supplier notice says its new eProcurement platform went live on September 1, 2026, that all new solicitations are posted only in this portal, and that all suppliers must register there to bid on new opportunities after that date.
- Register in the NM-SPD portal even if your company already has a Euna Procurement (Bonfire) account for other buyers. SPD says a separate registration in the NM-SPD Procurement Portal is still required.
- Complete your company profile. SPD's notice says the portal is available to vendors at no cost.
- For solicitations that were already open in the older eProNM system (run on JAGGAER), sign in to eProNM to respond. SPD's notice says current solicitations continue in the eProNM/JAGGAER portal.
- For registration help, call one of the numbers in SPD's supplier notice, such as (505) 795-1894, or email support.procurement@eunasolutions.com.
- To claim New Mexico's in-state or veteran bidding preference, get a preference certificate from TRD before you bid (see Certifications).
State certifications
- Resident Business or Resident Contractor Preference CertificateNew Mexico Taxation and Revenue Department (TRD)New Mexico companies or contractors that want a bidding advantage on state contracts. TRD says residential and tax information must be certified by a certified public accountant (CPA), and the preference does not apply to contracts that use federal funding.
- Resident Veteran Business or Resident Veteran Contractor Preference CertificateNew Mexico Taxation and Revenue Department (TRD)New Mexico veteran-owned businesses. TRD says the certificate is valid for three years from the date it is issued. TRD says a certified business can get a bidding preference in a formal bid or formal request for proposals for goods or services sold to a New Mexico state or local public body. The veteran preference equals 10 percent of the total weight of all evaluation factors, or 10 percent of total points on a point-based award.
- Native American Resident Business, Resident Veteran Business, Resident Contractor or Resident Veteran Contractor CertificateNew Mexico Taxation and Revenue Department (TRD)Resident businesses owned by members of a Native American nation, tribe or pueblo, or owned by a nation, tribe or pueblo. TRD says the preference equals 8 percent, or 10 percent if the business is also veteran-owned.
- Disadvantaged Business Enterprise (DBE) certificationNew Mexico Department of Transportation (NMDOT)Disadvantaged businesses seeking work on U.S. Department of Transportation (USDOT)-assisted highway, transit and airport contracts. NMDOT's page says USDOT's Interim Final Rule (IFR) changed DBE certification, that NMDOT will not accept new DBE applications until May 1, 2026, and that it is taking reevaluation applications from firms already certified. NMDOT says only firms that complete reevaluation will be reactivated and listed in its DBE Directory.
Drone programs
- NMSU Physical Science Laboratory (PSL) UAS Flight Test CenterNew Mexico State University (NMSU), Physical Science LaboratoryThe FAA lists the New Mexico State University UAS Test Site as one of nine FAA uncrewed aircraft system (UAS) test sites. We help you prepare your documents
With a company account, the Company Toolkit drafts your documents from your company file and your numbers; for drone companies and manufacturers, the readiness guide walks you through each registration. Document Check, a paid review, reads your documents before you send them. Your page puts you in front of buyers, lenders, investors and production partners.
