How to register
- Go to wvOASIS.gov and create a Vendor Self-Service (VSS) account. If the business already has a vendor record or user ID in VSS, claim it instead of creating a new one.
- Complete the Vendor Registration and Disclosure Statement in VSS. Have ready: legal name, physical address, phone number, current federal tax ID number and, if possible, a Dun & Bradstreet number.
- Set up commodity codes in VSS to get email notices of bid opportunities.
- Pay the $125 annual fee if your orders from state agencies will exceed $5,000 in total in a year. The Purchasing Division says vendors with only sole-source sales, or competitive sales of $5,000 or less in a fiscal year, are exempt. Branches that share one tax ID pay one fee.
- Paper option: fill in Form WV-1 and mail it with a $125 check or money order payable to the State of West Virginia to Purchasing Division - Vendor Registration, 2019 Washington Street East, Charleston, WV 25305-0130. The Purchasing Division's registration guide says the WV-1 can also be submitted by email.
- To apply for Small, Women- and Minority-Owned Business (SWAM) certification, complete Section 4 of the same Vendor Registration and Disclosure Statement (Form WV-1). SWAM certification lasts two years.
- Keep state licenses current. Form WV-1 says vendors must be licensed and in good standing with agencies such as the Secretary of State, the Tax Department and the Insurance Commission.
- Find bids: the Purchasing Division says solicitations over $20,000 are posted on the West Virginia Purchasing Bulletin in VSS, and registration is not required to view and bid on solicitations. Registration is required to receive purchase orders or contracts, as W. Va. Code 5A-3-12 requires.
- Need help? Purchasing Division vendor registration: purchasing.vendorregistration@wv.gov. The registration guide lists 304-558-2306; Form WV-1 and the Vendor Registration page list 304-558-2311.

We help you prepare your documents
With a company account, the Company Toolkit drafts your documents from your company file and your numbers; for drone companies and manufacturers, the readiness guide walks you through each registration. Document Check, a paid review, reads your documents before you send them. Your page puts you in front of buyers, lenders, investors and production partners.
