The FCC exempted two groups, first until January 1, 2027 and, since its July 21, 2026 notice, until January 1, 2028: drones and components on the Department of War's Blue UAS Cleared List and Framework, and drones and components that qualify as domestic end products under the Buy American standard (made in the U.S., with domestic components costing more than 65% of all components; 75% beginning in 2029). Separately, the Department of War or Homeland Security can grant Conditional Approvals case by case; since July 21, 2026 they no longer end on December 31, 2026.
