Tobyhanna Army Depot signed a cooperative arrangement with Darkhive for the development, production, and sustainment of small drones. It is Tobyhanna's first use of 10 U.S.C. 7544, which lets a working-capital-funded Army industrial facility carry out a military or commercial project with a non-Army company.
